Mr. Payne is a professional engineer with 33 years of experience in planning, design, construction management and operational optimizations. Through Payne Environmental Consulting, uses his background in utilities operations and design to provide executive level consulting to public utility agencies.   



DEMONSTRATED INNOVATION

  • Within 3 years, transformed wastewater operation with highest discharge penalty in California into the California Water Environment Association’s “Operations of the Year” for 2 consecutive years.  The program also avoided planned rate increases for five consecutive years through continual operational adjustments developed by the operational staff.
  • Within 2 years, convert solid waste operations with over $1M per year in annual losses, into a progressive program that exceeds State landfill diversion requirements.  Lowered monthly rate by $4/month while increasing reserve funds, purchasing new vehicles and containers, and adding residential HHW collection services.
  • Completed a municipal landfill ”clean closure” that eliminate landfill designation with State, and reestablish land as developable property without bond financing.
  • Renegotiate power agreement for water treatment and pumping facility to reduce charges by over 20% per year.
  • Redesign treatment plant to automate treatment process that allowed reduction in operational staff while maintaining compliance with State - only American River facility that did not incur a mandated shutdown from an instantaneous turbidity spike at the surface water supply source.  
  • Redeveloped water metering implementation plan to reduce bidding costs by 25%, complete implementation 18 months early, and reduce water demands by 20%.
  • Developed construction and maintenance notification procedures and message materials to notify residents and businesses of upcoming projects in their area. 

Currently working with the U.S. Department of Interior to plan a new reservoir in the Sierra Nevada region of California & working for El Dorado County to secure an area-of-origin water right of up to 40,000 acre-feet.

Prepared the operational assessment and cost-of-service study for SSWD to optimize services.  Results of the studies were used to assess possible consolidation with an adjacent water district.
