Collaborated with USBR & Folsom State Prison to restore City of Folsom's 72-inch primary water supply pipeline from Folsom Dam after pipeline collapse of pipeline under Folsom State Prison (1998). Pipeline was restored in 48 hours with no interruption of service.

Kenneth V. Payne, P.E. provides consulting services to address water supply planning, regional collaboration and utility operations management. Previously, he served as the Water Resources/Environmental Director for the City of Folsom; Senior Associate with Malcolm Pirnie, Inc. and Principal with Camp Dresser & McKee, Inc.
Key Assignments
Amongst other assignments in the region, Ken currently serves as the General Manager for El Dorado County Water Agency. He brings a history of collaborated issue-resolution for local and regional matters, and has successfully worked with regulatory agencies to achieve “non-litigated” compliance.
Mr. Payne served as program manager for the City of Folsom’s annexation of 3,600 acres of agricultural lands into mixed-use land uses, including preservation of 30% of the property for open space preservation. This program involved working with the region to secure a new water supply, associated tax-sharing, and the development of the public facility-funding plan. The annexation public hearing process was reduced to a single LAFCo hearing due to the small number of public comments, including a handful of adverse comments that were not directly related to the annexation project.
